Les sept demandes de permis dont François Hollande demande le« rejet » restaient en suspens, car ils ne recouraient pas explicitement à la fracturation hydraulique. « Les services du ministère de l'Écologie ont estimé que ces permis y recouraient malgré tout », indique l'Élysée à AEF Développement durable.
